[Regulation] Implementation Measures for the Scholarship for International Undergraduate Students at Suzhou Medical College of Soochow University

苏州大学苏州医学院来华留学本科生奖学金实施办法（试行）

为深入推进学校及学院教育国际化战略实施，吸引更多优秀外国留学生来院攻读学位，激励在校留学生勤勉向学、精进学业，特设立“苏州大学苏州医学院来华留学本科生奖学金”(以下简称“奖学金”)。

第一条 奖学金评选遵循“科学公正、严格筛选、宁缺毋滥”的原则，全程实行申请、评审和奖励公开机制。

第二条 奖学金分为新生奖学金、学习优秀奖学金和优秀学生干部奖学金三类。

新生奖学金面向本年度正式录取的优秀留学生新生设立，奖励金额和名额如下：

学习优秀奖学金面向已在院学习的二年级及以上留学生设立，奖励金额和名额如下：

优秀学生干部奖学金面向已经在院学习的二年级及以上留学生设立，每个班级奖励不超过1人，奖励金额为人民币2000元。

第三条 参评对象与申报条件

本年度被正式录取的新生自动纳入新生奖学金候选人名单。

学习优秀奖学金与优秀学生干部奖学金申请人应满足以下条件：

(一)遵守中国法律法规及学校与学院的管理规定。

(二)学习态度端正，成绩优良。

(三)本年度志愿服务时长不低于18小时。

第四条 评选标准

新生奖学金：高中阶段及来华留学本科入学学业水平测试成绩占90%；社会活动、特长等其他综合素养占10%。

学习优秀奖学金：参评学年的学习成绩占80%；参评学年的考勤、社会活动、科研竞赛等其他综合素养占20%。

优秀学生干部奖学金：参评学年的学习成绩占50%；参评学年申请人在协助老师工作、协助班级管理等方面的综合表现50%。

第五条 评选过程

新生奖学金无需提交申请，学习优秀奖学金与优秀学生干部奖学金的申请时间一般为每年10月。学院将组织专家对候选人开展综合评审，形成拟获奖人员名单后提交党政联席会议审定；审定通过后，对入选名单进行公示，公示期为5个工作日。

新生奖学金评审结果一般于每年8月底前公布，学习优秀奖学金与优秀学生干部奖学金评审结果一般于每年12月底公布。

奖学金一般于次年1月底前一次性发放至获奖学生指定账户，并为获奖学生颁发相应奖励证书。

第六条 本办法自公布之日起正式施行，由苏州医学院合作交流办公室负责解释。原《医学部来华留学生本科生奖学金评选办法（试行）》（苏大医〔2019〕5号）文件同时废止。

Implementation Measures for the Scholarship for International Undergraduate Students at Suzhou Medical College of Soochow University (Trial)

To further promote the implementation of the university and school's internationalization strategy in education, attract more outstanding international students to pursue degree programs at the school, and encourage current international students to study diligently and strive for academic excellence, the "Suzhou Medical College of Soochow University Scholarship for International Undergraduate Students" (hereinafter referred to as the "Scholarship") is hereby established.

Article 1 The selection for the Scholarship adheres to the principles of "scientific fairness, strict screening, and quality over quantity." The entire process implements a transparent mechanism for application, evaluation, and awarding.

Article 2 The Scholarship is divided into three categories: Freshman Scholarship, Academic Excellence Scholarship, and Outstanding Student Cadre Scholarship.

The Freshman Scholarship is established for outstanding newly admitted international students of the current academic year. The award amounts and quotas are as follows:

The Academic Excellence Scholarship is established for international students in their second year of study or above. The award amounts and quotas are as follows:

 The Outstanding Student Cadre Scholarship is established for international students in their second year of study or above. No more than one student per class will be awarded, with an amount of RMB 2,000.

Article 3 Target Participants and Application Requirements

Newly admitted students of the current academic year are automatically included in the candidate list for the Freshman Scholarship.

Applicants for the Academic Excellence Scholarship and Outstanding Student Cadre Scholarship must meet the following conditions:

(1) Comply with Chinese laws and regulations, as well as the management rules of the university and school.

(2) Maintain a proper attitude towards learning and achieve good academic performance.

(3) Complete no less than 18 hours of voluntary service within the current academic year.

Article 4 Selection Criteria

Freshman Scholarship: Academic performance during high school and China Scholastic Competency Assessment (CSCA)accounts for 90%; social activities, special skills, and other comprehensive qualities account for 10%.

Academic Excellence Scholarship: Academic performance during the evaluation academic year accounts for 80%; attendance, social activities, research competitions, and other comprehensive qualities during the evaluation academic year account for 20%.

Outstanding Student Cadre Scholarship: Academic performance during the evaluation academic year accounts for 50%; the applicant's overall performance in assisting teachers and class management during the evaluation academic year accounts for 50%.

Article 5 Selection Process

No application is required for the Freshman Scholarship. The application period for the Academic Excellence Scholarship and Outstanding Student Cadre Scholarship is generally in October each year. The school will organize experts to conduct a comprehensive evaluation of the candidates, form a preliminary list of awardees, and submit it to the Joint Party-Government Meeting for approval. Upon approval, the list will be publicized for a period of 5 working days.

The results of the Freshman Scholarship selection are generally announced before the end of August each year. The results of the Academic Excellence Scholarship and Outstanding Student Cadre Scholarship selection are generally announced before the end of December each year.

The Scholarship funds are generally disbursed in a lump sum to the designated account of the award-winning student before the end of January of the following year, and a corresponding award certificate will be issued.

Article 6 These Measures shall take effect from the date of promulgation and shall be interpreted by the International Students Office of Suzhou Medical College of Soochow University. The former document "Implementation Measures for the Scholarship for International Undergraduate Students at the Medical Division (Trial)" (Suda Medical [2019] No. 5) is simultaneously repealed.
